	13.04.2007 SURVEY OF THE RUSSIAN SOFTWARE EXPORTING INDUSTRY 2006 with ESEconsult by Georgij Abramov. Recently the Russian government has acknowledged the economic potential of the national software exporting industry and has taken several measures that have been expected to stimulate exports of IT services. Establishment of several IT-technoparks - Special Economic Zones (SEZs) for the IT services industry - has been one of the state initiatives. Its execution, however, has been impeded by a disagreement of various Russian ministries on the optimal composition of the IT SEZs. Whereas the Ministry of IT and Communications believed the Russian programming industry could best be stimulated by establishment of IT-technoparks, i.e. SEZs entirely devoted the IT services industry; the Ministry of Economic Development insisted that stronger synergy effects would be created in mixed SEZs that included firms from different industries. As a result, only one IT-technopark in St.-Petersburg, instead of four initially planned in different regions, has been launched up to date. The objective of the research was to resolve the debate of the state authorities about the optimal industrial composition of IT SEZs by studying the existing Russian software exporting clusters in Moscow, St.-Petersburg, Novosibirsk, and Nizhny Novgorod and investigating what type of SEZs would better stimulate the clusters.
